Vrancea: two county-road bridges at Suraia and Nistorești

Vrancea County signed two contracts for new reinforced-concrete bridges on 12 and 13 October 2026. Both sit under one award notice, CAN1175939, and both were published on e-licitatie.ro on 14 October 2026. Together they are worth 31,508,336.88 RON, which is 5,910,399 EUR at the exchange rate in our data.

The notice is a useful read for suppliers of precast concrete, pedestrian parapets and gabions. It is thin on bills of quantities and rich in named structural elements. This article sets out what the notice states, lot by lot, and what it leaves to the technical documentation.

Two lots, two contractors

The authority is the county council, Județul Vrancea, seated in Focșani. The CPV code is 45221110-6, construction work for bridges. The works period is 24 months for lot 1 and 18 months for lot 2 (notice).

The notice states an estimated value for the whole procedure of 33,433,402.29 lei without VAT. It breaks that down by lot, and the largest line in each is the chapter for construction and installations: 19,272,177.57 lei for lot 1 and 12,083,807.60 lei for lot 2. These are budget chapters, not quantities.

What the notice says the bridges contain

The notice gives one bridge length. The bridge on DJ 205M over the Năruja at km 3+994 is written as "L=68m". A county council announcement lists the same two bridges, gives the same 68 m for the Năruja bridge and states no length for the one over the Putna.

The description of works then names structural elements. Twice it describes a new bridge with three spans, with different superstructures:

That is a three-span bridge whose girders are post-tensioned concrete segments, 36.00 m on the two end spans and 40.00 m on the centre span.

That is a three-span bridge with prestressed concrete girders of 18.00 m.

The notice does not assign these two sentences to a lot in the text we hold, so this article does not either. The notice itself does.

Piles, parapets, asphalt and gabions

Two further sentences list the foundations and the finishing elements:

Alte elemente constructive presupun structura de rezistenta alcătuita din grinzi simplu rezemate, fundații de adâncime din piloți DN 1080 mm L=20,00 culei/L=15,00 m pile, îmbrăcăminte pe pod din mixtura asfaltica

That is a load-bearing structure of simply supported girders, deep foundations of bored piles of 1080 mm nominal diameter, 20.00 m long under the abutments and 15.00 m under the piers, and an asphalt mix surfacing on the bridge.

Alte elemente constructive presupun fundații de adâncime din piloți DN 1080 mm L=12,00m, îmbrăcăminte pe pod din mixtura asfaltica, parapeți pietonali metalici zincați, sferturi de con pereate la racordările cu terasamentele

That is piles of 1080 mm nominal diameter and 12.00 m length, asphalt surfacing, galvanized metal pedestrian parapets and paved cone quarters where the bridge meets the embankments. The sentence breaks off in our text at ziduri de gabi, which means gabion walls.

Read the parapet line carefully. The notice says parapeți pietonali, pedestrian parapets, in galvanized metal. In the description our data holds, no vehicle safety barrier is named, and no length of parapet is stated. The technical documentation may say more, and the guardrails product page groups notices where the quantity is stated.

What the notice does not state

In the description our data holds, the notice states no number of girders, no cubic metres of concrete, no length of parapet and no area of gabion. Those quantities, if given, are in the technical documentation, which the notice refers to. This article adds no totals of its own.

The notice also names no supplier and no product standard. Who will deliver girders, piles or gabions is not stated, and this article makes no guess.

How fast the notices appeared

Lot 2 was signed on 12 October 2026 and published on 14 October, two days later. Lot 1 was signed on 13 October and published on 14 October, one day later. Why one notice carries two contractors

A contracting authority may award a contract as separate lots and set their size and subject-matter. That is the rule in Article 46 of the EU public procurement directive, Directive 2014/24/EU. Here the two bridges are two lots of one procedure, and each lot has its own contractor, value, date of signature and works period. A supplier who reads only the headline value of the notice sees the sum and misses that the two sites are separate.

The county council announcement lists two more bridges in the same programme, on DJ 205E over the Șușița at Câmpuri and on DJ 205B at Panciu. They are not part of this notice. The announcement gives its own values for the bridges, 24,359,680 lei for DJ 204D and 13,765,407 lei for DJ 205M, which differ from the awarded values in the notice. The announcement does not say on which basis its figures are stated, so do not compare the two sets of figures directly.
