DJ 178G Ciprian Porumbescu: guardrail and marking contract
In short

Direcția Județeană de Drumuri și Poduri Suceava signed the consolidation of county road DJ 178G near Ciprian Porumbescu on 16 September 2026, worth 6,119,215.11 RON. The notice states 525 m of N2 metal parapet, 1,600 m of longitudinal marking, 18 road signs and drainage works.

Direcția Județeană de Drumuri și Poduri Suceava, the county roads authority, signed a design-and-build contract on 16 September 2026 for the consolidation of county road DJ 178G between km 3+900 and km 4+400, at Ciprian Porumbescu in Suceava county. The notice was published the same day.

The contract is worth 6,119,215.11 RON, about 1,144,035 EUR, with a works period of 6 months. Its description lists road equipment in metres and pieces: guardrail, marking, signs and drainage. This article sets out what the notice states and nothing beyond it.

The notice states 525 m of N2 metal parapet

The contractor is VULTURI. The notice also names two consortium partners, ARTEHNIS INFRASTRUCTURE SOLUTIONS and CLASIMI DRUM CONSTRUCT SRL.

The description of the works includes a numbered list of quantities. One line reads:

13.Parapet metalic tip N2 - 525 m

Parapet metalic is the Romanian term for a metal safety barrier, a guardrail. The notice labels the type "N2" and gives 525 m. It names no standard, no manufacturer and no system, so we write nothing about them. Our guardrails page shows how we group such lines.

Marking and signs: 1,600 m and 18 pieces

Two further lines of the same list cover the road surface and the roadside:

15.Marcaj longitudinal - 1600 m

5.Indicatoare rutiere - 18 buc

The notice states 1,600 m of longitudinal marking and 18 road signs. Buc is the Romanian abbreviation for pieces. The notice does not say which marking material or sign class applies. It is a quantity, not a specification. The marking and signage page covers this product class.

Drainage: gutter, ditch and four culverts

The same list carries four drainage items:

Item in the noticeQuantity stated
Rigolă de acostament (roadside gutter)525 m
Șanț betonat (concrete-lined ditch)515 m
Podeț casetat tip P2 (box culvert)3 pieces
Podeț tubular d=800mm (tubular culvert)1 piece

The notice's own lines read, for example:

11.Podeț casetat tip P2 - 3 buc

10.Podet tubular d=800mm - 1 buc

These items belong to the drainage and precast concrete class. The notice does not say whether the gutter, ditch or culverts are cast in place or precast.

What a design-and-build contract changes for the reader

Romania's public procurement law, Legea nr. 98/2016, defines a works contract as covering either execution alone or both design and execution. This contract is of the second kind. The description names the design phase (PTE), technical verification, technical assistance during the works and the works themselves.

Two consequences follow for a supplier reading the notice:

  1. The quantities are those the authority wrote in the notice. The notice does not say whether the final design will change them.
  2. The works period stated is 6 months. The notice does not say when any item is bought.

The evidence page explains how a notice becomes a line in our pool, including the dates of signature and publication.

How to read the numbered list

The quantities sit in one numbered list, and each line carries its own unit. Three habits help when reading such a list:

  • Read the unit first. Here the units are m for metres and buc for pieces. The same list mixes both.
  • Treat each line as a separate item. Two lines state 525 m: the metal parapet and the roadside gutter. They share a length, not a line, and the notice does not say that they run along the same stretch.
  • Keep the numbering. The numbers before each line (13, 15, 5, 11, 10) are the notice's own item numbers, not quantities.
