Botoșani and Gilău: road contracts signed on 19 October

Two road contracts were signed on 19 October 2026 in two counties, Botoșani and Cluj. Together they are worth 13,776,839.18 RON, about 2,577,519 EUR. Both award notices were published within a day.

Neither is a typical quantity notice. One is a call-off under a four-year framework for street repairs, with road markings in its title. The other is a road-improvement contract whose notice says that quantities sit in the technical design. This article sets out what each notice states and where the numbers a supplier needs are kept.

Botoșani: a call-off of 694,500.00 RON under a street-maintenance framework

Municipiul Botoșani signed on 19 October 2026 with the contractor CONREC AGREMIN TRANS SRL. The value is 694,500.00 RON, about 129,935 EUR. The notice was published on 20 October 2026, a lag of 1 day. It is notice CAN1152756, and our data records it as a call-off, a contract awarded under a framework agreement.

The title names the works:

Reparații curente și întreținere străzi modernizate, nemodernizate și marcaje rutiere

In English: current repairs and maintenance of modernised and unmodernised streets, and road markings. The notice records a duration of 48 months. Road markings are part of the subject, but the text we hold gives no length or area of marking.

The framework behind it: a ceiling of 60,000,000.00 lei

The description of the Botoșani notice states the frame the 694,500.00 RON sits in:

• a maximum estimated value of the framework of 60,000,000.00 lei excluding VAT;
• an estimated value of the largest single subsequent contract of 18,251,939.62 lei excluding VAT;
• an estimate by the authority of 3 subsequent contracts per year.

A ceiling is not an order. It is the most the authority may call off over the whole term. The signed value in this notice is 694,500.00 RON.

The duration fits the legal limit. Article 115 of Law 98/2016 on public procurement, in the 2016 text, says a framework agreement may not run longer than 4 years. 48 months is 4 years.

Where the quantities are: four annexes the notice only names

The description states that the quantities are not in the notice text. Maximum and minimum quantities for the whole framework are in Annexes 2 and 3 of the data sheet. Maximum and minimum quantities for a single subsequent contract are in Annexes 4 and 5. The annexes are attached to the procedure, not to the award notice, and we have not read them.

Two lines of the description show the form the quantities take. One covers patching with cold-storable mix, paving blocks or hot asphalt. The other is about road signs:

It reads: dismantling and mounting road signs, without procurement, estimated maximum. The line ends there in the text we hold, before any figure. Two things follow for a supplier of road marking and signs. The notice states a maximum of an unknown size. And this line covers mounting signs and says fără procurare, without procurement, so it is not a line for buying new signs.

Gilău: 13,082,339.18 RON for a road improvement, 12 months

Comuna Gilău in Cluj county signed on 19 October 2026 with ARDELEAN COMPANY NORD VEST SRL. The value is 13,082,339.18 RON, about 2,447,585 EUR, and the works period is 12 months. The notice was published the same day. It is notice SCNA1138224. The title is Îmbunătățirea infrastructurii rutiere în comuna Gilău, județul Cluj, improving the road infrastructure of the commune.

The notice puts the estimated value of the works at 13,119,849.40 lei excluding VAT, taken from the general estimate of the design. Of that, 12,990,544.79 lei is construction and installations and 129,304.60 lei is site organisation. The construction line is split by whether a cost standard exists: 7,357,664.07 lei where one does, 2,431,372.14 lei and 3,201,508.58 lei where none does.

On quantities the notice is plain. The categories and quantities of works are in the technical design (PT) and the specification (caiet de sarcini) provided in the simplified procedure. The notice text names no product: no guardrail, no sign, no kerb. The road is described by its value, not by its length.

What a supplier can take from the two notices

1. A framework ceiling is not a quantity ordered. Botoșani shows 60,000,000.00 lei as the ceiling and 694,500.00 RON as the signed contract. The two numbers answer different questions.
2. Quantities for products often sit one document further back. In Botoșani they are in annexes to the data sheet, in Gilău in the design and specification. The award notice tells you where to look.
3. A product named in a title is not a quantity. Road markings appear in the Botoșani title. The length of marking is not in the text we hold.
