Novaci, Sânmartin, Săcuieu: local road contracts signed in October

Three local-road contracts were signed between 6 and 9 October 2026 in three counties: Bihor, Cluj and Gorj. Together they are worth 16,603,128.65 RON, about 3,108,851 EUR. All three award notices appeared within a day of signature.

They are not alike. One notice states a total length of local roads. One states a number of streets, a length and an approximate area. One states no length at all, but names signs, road markings and parapets among its works. This article sets out what each says and where each stops.

Novaci: 11,202 m of local roads, a works period of 3 months

Orașul Novaci in Gorj county signed on 9 October 2026 with the contractor SERVISOMARG CONS. The value is 3,199,196.93 RON, about 599,033 EUR, and the works period is 3 months. The notice was published the same day. It is notice SCNA1137939.

The title calls the works rest de executat: road-infrastructure works remaining to be executed within a project to build the town's passenger public-transport network. The description gives the quantity. The works are for local roads and streets of a total length of 11,202 m; the notice writes 11.202,00 ml, linear metres. It also states an estimated contract value of 3,751,336.62 lei excluding VAT, which it ties to chapter 4.1 of the investment budget, construction and installations.

The text we hold lists no product: no kerb, no guardrail, no sign. The 11,202 m is the length of the roads, not a quantity of anything laid on them.

Sânmartin: 25 streets, with an area the notice calls approximate

Comuna Sânmartin in Bihor county signed on 6 October 2026 with GP SAGEATA PROD. The value is 6,559,133.83 RON, about 1,228,164 EUR, and the works period is 5 months. The notice appeared on the day of signature. It is notice SCNA1137800.

This one is also titled rest de executat, with suplimentare lucrări added: remaining and additional works for modernising local road infrastructure in the village of Cihei. The description states 25 streets with a total length of 7,239.46 m. It gives the affected surface as aproximativ 54,000 m², approximately, and we keep that word. The length is given to two decimals. The area is an estimate.

The description also states an estimated value of 10,262,482.55 lei excluding VAT, against the contract value of 6,559,133.83 RON recorded for the award. We report both as the notice gives them and do not reconcile them.

Săcuieu: signs, markings and parapets named in one sentence

Comuna Săcuieu in Cluj county signed on 7 October 2026 with SAMUS KML CONSTRUCT, in a consortium with SAMUS TEC SA. The value is 6,844,797.89 RON, about 1,281,653 EUR, and the works period is 24 months. The notice appeared on 8 October 2026. It is notice SCNA1137877.

The works are the modernisation of tourist roads and village lanes (drumuri turistice și ulițe) in the villages of Săcuieu, Vișagu and Rogojel. The notice we hold states no length. It does say what is built for traffic safety:

Pentru siguranta circulatiei rutiere se vor realiza lucrari de semnalizare verticala(indicatoare de circulatie) ,semnalizare orizontala(marcaje rutiere) si parapete.

In English: for road safety, works of vertical signalisation (traffic signs), horizontal signalisation (road markings) and parapets will be carried out. A bullet in the same description also names the collection and discharge of rainwater, colectarea și evacuarea apelor pluviale.

For a supplier of road marking and signs or of guardrails, this is the most explicit of the three: three product groups in one sentence, none with a quantity. Parapet is the Romanian word for a roadside safety barrier and for a bridge railing. We covered parapets in three other contracts, including forest roads in the same commune, in an earlier article.

What the stated figures give a supplier, and what they leave open

The three notices give three kinds of number.

1. A total road length (Novaci, 11,202 m). It bounds the job. It does not say how many signs, how many metres of marking or of guardrail.
2. A street count, a length and an approximate area (Sânmartin: 25 streets, 7,239.46 m, about 54,000 m²). The area is closer to the surfacing than the length is, but the notice itself calls it approximate.
3. Named product groups without a quantity (Săcuieu). The notice says that signs, markings and parapets are part of the works. It does not say how many.

Publication followed signature within a day

Novaci and Sânmartin were published on the day of signature, a lag of 0 days. Săcuieu was signed on 7 October 2026 and published on 8 October 2026, a lag of 1 day.
