Where the data comes from — and where it stops

Source. The award notices of Romania's SICAP (e-licitatie.ro), families CAN and SCNA, read daily through the public interface rather than second-hand. Every lead carries its notice number and a link to the original. If you have access to any Romanian portal, you can check any row in five minutes. That is the point.

What the notice says word for word is marked stated. Example, unedited: "Se va amplasa parapet metalic deformabil pe o lungime de 5.747 ml." Where the notice says nothing, the lead is marked inferred and names the basis (work type, CPV code, duration). We never blend the two.

The exchange rate travels with the number. RON values are the contractual ones; the euro figure is a conversion at the ECB reference rate 5.2519 of 07.09.2026. A euro value without its rate date is not a checkable number.

Publication lag is not uniform — the most important figure on this page

Between signature and publication there are sometimes four days and sometimes four years. Of the 211 leads in today's pool:

Median: 513 days. That is why the pool is split visibly into 43 leads in an open window and 168 contracts already in execution. A contract in execution is not a worse lead — it is a different conversation: a repeat order, a second phase, a supplier being replaced. It is never sold as "signed this week".

What we do not know. We know the contract, not the purchase order. Whether the winner sources inside its own group, whether a financing condition delays the start, whether the phase begins at all — no notice says. Where a suspensive clause ("clauză suspensivă") is visible, it is flagged on the lead.
