CNAIR road-marking notice: six lots, signed 2024 to 2026

On 9 October 2026 the national road company CNAIR published one award notice for cold-applied plastic road marking, split into eight regional lots. Our pool holds seven rows from it, for lots 3 to 8. Their signature dates run from 25 September 2024 to 2 October 2026, and their values from 73,350 RON to 37,370,898.56 RON.

That spread is the subject here. A date or a value on a notice like this cannot be read the way you read a single works contract. The sections below set out what the notice states, what each row shows, and how the same pattern looks in four maintenance frameworks that CNAIR's Constanța directorate published in the same week.

The notice splits cold-plastic marking into eight regional lots

Notice CAN1131387 concerns, in its own words, lucrări de marcaje rutiere executate în strat gros – produse plastice aplicate la rece: thick-layer road marking works with cold-applied plastic products, on motorways, expressways, international E roads and principal and secondary national roads. The lots follow CNAIR's regional road directorates (DRDP): lot 1 București, lot 2 Craiova, lot 3 Timișoara, lot 4 Cluj, lot 5 Brașov, lot 6 Iași, lot 7 Constanța and lot 8 Buzău.

The notice calls the objects acorduri cadru, framework agreements. Our pool holds no rows for lots 1 and 2.

Seven rows carry signature dates from September 2024 to October 2026

All seven rows were published on 9 October 2026. The oldest, the lot 4 row of 25 September 2024, is just over two years older than its publication. A supplier who sorts notices by publication date sees all seven as news from one day. The signature date is the one to read, row by row.

Our pool classes the rows of lots 3 to 6 as call-offs under a framework and those of lots 7 and 8 as not. We do not read the 37,370,898.56 RON of lot 7 as a quantity or as a call-off. It is the value recorded for that row.

The values differ by a wide margin on one notice

The smallest value on the notice is 73,350 RON, for lot 4. The largest is 37,370,898.56 RON, for lot 7. The rows belong to the same framework notice, the same kind of marking and the same four-year duration of 48 months, and still the values sit far apart.

For a supplier of road marking and signs this means one thing: the value does not tell how much marking material a lot involves.

Quantities are in Annex A, not in the notice text

The notice states where the quantities are:

Cantitatile minime si maxime estimate pe durata acordului cadru, precum si pentru fiecare contract subsecvent (anul I, anul II, anul III si anul IV) sunt conform Anexei A la Caietul de sarcini, pentru fiecare lot in parte.

In English: the minimum and maximum quantities estimated over the framework's duration, and for each subsequent contract (years I to IV), are as in Annex A to the specifications, lot by lot. The notice text we read gives no length, area or weight for any lot, and we state none. The annex belongs to the tender documents, not to the notice.

Four Constanța frameworks state a maximum, a minimum and a range per call-off

CNAIR's Constanța directorate published four four-year frameworks titled Lucrări de întreținere curentă – Lucrări de estetică și scurgerea apelor, current maintenance with aesthetic and water-drainage works, for SDN Călărași, motorway A2, motorways A2 and A4, and SDN Slobozia. Each notice states a maximum and a minimum value for the framework and the value of the smallest and the largest subsequent contract. All figures below are lei excluding VAT, as the notices state them.

In all five rows the recorded value is below the framework's stated minimum and between the smallest and the largest subsequent contract. That fits the value of one subsequent contract and not of the framework. The comparison is one of order of magnitude: the notices state their figures excluding VAT, and we do not know the basis of every recorded value.

The A2 notice has two rows for lot 1. OYL COMPANY HOLDING AG S.R.L. is recorded with 745,794 RON, signed on 1 October 2025, and AUTOPRIMA SERV S.R.L. with 861,688 RON, signed on 5 October 2026. Both were published on 9 October 2026. The notices again put the quantities in annexes to the tender documents.

Four checks before using a framework notice

1. Read the signature date of each row. One notice can hold contracts signed more than two years apart.
2. Match the lot to its directorate or sector. The lot decides which roads the row is about.
3. Ask what the value is. Set it against the maximum, the minimum and the range of a single subsequent contract where the notice gives them.
