Matca and Coronini: two commune road contracts signed

Comuna Matca in Galați county signed a road contract on 2 November 2026. The contractor named in the notice is DAVIDE CONSTRUCT, the value is 3,879,485.16 RON, about 726,115 EUR, and the works period is 5 months. The notice states one quantity: the length of road, 2,289 m.

Three days earlier, on 30 October 2026, Comuna Coronini in Caraș-Severin county signed a second road contract. The contractor is ARDELEAN COMPANY NORD VEST SRL, the value is 9,029,536.88 RON, about 1,690,038 EUR, and the works period is 14 months. The notice names three roads. The description text we hold gives no length for any of them.

Both notices were published on the day they were signed. Together the two contracts come to 12,909,022.04 RON, about 2,416,153 EUR.

Matca signed for 2,289 m of commune road

The contract is notice SCNA1138733 on the public procurement portal. It is Lot 1 of a project titled Remedierea pagubelor produse de calamități naturale în comuna Matca, județul Galați, which means remedying the damage caused by natural disasters. The notice describes the lot as road infrastructure works.

The length appears twice in the description, written in two ways:

Lungimea totala a strazilor propuse spre modernizare este de 2,289 km.

In English: the total length of the streets proposed for modernisation is 2,289 km. Read with the Romanian decimal comma, that is 2.289 km. The second passage settles it: the objective is the modernisation of a section of commune roads in the village of Matca, "în lungime totală de 2.289 ml", a total length of 2,289 linear metres. Both mean 2,289 m.

The notice's CPV code is 45233120-6, construction of roads. It states no surface type, no width and no list of structures. It names no guardrails, markings, signs or drainage elements, and gives a quantity for none. Those would be in the technical documents the notice refers to, which we do not hold.

Coronini signed for three local roads

The contract is notice SCNA1138665. Its title is Modernizare drumuri de interes local în comuna Coronini, județul Caraș-Severin. The description says the work is carried out through the national investment programme "Anghel Saligny", with co-financing from the local budget. The CPV code is again 45233120-6.

The notice argues the need for the roads in a list: continued damage, difficult access for residents and public services, higher maintenance costs, reduced traffic safety and uncontrolled run-off of water. It closes the argument with one sentence:

Modernizarea celor trei drumuri îmbunătățește mobilitatea, accesul riveranilor, siguranța circulației și scurgerea apelor și sprijină dezvoltarea locală durabilă.

In English: the modernisation of the three roads improves mobility, residents' access, traffic safety and water drainage, and supports sustainable local development. Drainage is therefore named as a purpose of the project. In the description text we hold, there is no length of pipe, number of culverts or other drainage quantity, and no length for any of the three roads.

The notice also sets the order of events. Work starts only after the site is handed over, a start order is issued, and the documents and approvals are in place. The building permit is handed over before the start order. For a supplier this matters for timing: the 14-month works period begins at the start order, not on the signature date.

What the two notices state, side by side

The comparison shows how different two notices for the same kind of work can be. Matca gives a length and nothing else. Coronini gives a purpose and a programme but no length. In the text we hold, neither gives a bill of quantities. A supplier of drainage and precast concrete learns the place, the value, the dates and the contractor from these notices, and has to look elsewhere for what will be built.
