Bălușeni: water and sewer contract, 1,786 m of pipe stated

Comuna Bălușeni in Botoșani county signed a contract on 27 October 2026 to extend its water supply and sewer system. The value is 8,558,964.36 RON, about 1,600,165 EUR, and the works period is 12 months. The contractor named in the notice is CORNELL S TEHNIC CONSTRUCT, with CORNELL'S FLOOR S.R.L. listed as a consortium member.

Of everything the notice lists, one item carries a length: 1,786 m of PEHD pipe. This article sets out that figure, the items that come without a number, and how far a supplier can read the notice.

What was signed in Bălușeni

The contract is notice SCNA1138523 on the public procurement portal. Its title is Execuția lucrărilor aferente obiectivului de investiții: Extinderea sistemului de alimentare cu apă și canalizare în comuna Bălușeni, județul Botoșani, so this is works execution. The notice is recorded as lot 1, and its CPV code is 45232150-8.

The authority field of the notice reads COMUNA BALUSENI (PRIMARIA COMUNEI BALUSENI), without diacritics. Anyone searching the portal for the commune should try both spellings, Bălușeni and Baluseni.

The notice lists ten items in two systems

The description splits the project into a water supply system and a sewer system. Under water supply it names four items: distribution pipes, valve chambers, individual service connections and hydrants. One length is stated: 1,786 m

The notice contains one sentence with a quantity:

Conductele se vor realiza din tuburi PEHD-RC cu acoperire protectivă din PP, Pn10, Dn 110 mm pe o lungime de 1786,00 m.

In English: the pipes will be made of PEHD-RC tubes with a protective PP coating, Pn10, Dn 110 mm, over a length of 1,786 m. That gives a material (PEHD-RC), a pressure class (Pn10), a diameter (Dn 110 mm) and a length.

The sentence we hold says Conductele, "the pipes", without saying in that sentence whether they belong to the water or the sewer system. We therefore do not call it the distribution network or the pressure pipe. The gravity sewer network is named in the list with no length of its own.

What a supplier can and cannot read from it

The notice gives a place, a works period of 12 months, a value and one pipe specification with its length. A supplier of pipes and pumps can read the pipe type and the 1,786 m. A supplier of drainage and precast concrete can read that manholes and valve chambers are part of the works, but not how many.

The text we hold does not give pump capacities, the number of stations, the diameters of the gravity sewer or the number of service connections. Such detail is normally in the design documentation, which we do not hold. Romania's public procurement law is Law no. 98/2016. The notice also says nothing about who will supply any of this, and we do not guess.
