Bilbor and Scortoasa: water and sewer contracts signed

Two communes signed water and sewer contracts within a week. Comuna Bilbor in Harghita County signed on 28 September 2026 for 35.5 million RON, about 6.65 million EUR. Comuna Scortoasa in Buzău County signed on 5 October 2026 for 9.2 million RON, about 1.73 million EUR. Together the two contracts are worth 44.8 million RON.

Both notices name pipe lengths, pumping stations, tanks and service connections in their own sentences. This article sets the two side by side, so a supplier of pipes, pumps or precast shafts can see what each notice states and how far those figures can be read.

Bilbor: 36 months of works, a water system and a sewer system

The contractor is AWE INFRA SRL, with CONSTRUCT CC and KLEVER SYSTEM named as consortium partners. The contract covers design, technical assistance from the designer during the works, and execution of a new drinking-water system and a separate sewer system with a treatment plant. The notice gives a works period of 36 months and was published on 5 October 2026, seven days after signature.

The water side, as the notice describes it:

• Two surface intakes on the Bistricioara and Țiganilor streams, each with a concrete sand trap, and a containerised treatment station.
• Two prefabricated steel tanks, R1 of 200 m³ and R2 of 100 m³.
• Transmission mains in PEHD DN110 to the tanks: approximately 1,280 m (pumped, PN25) and approximately 1,105 m (gravity, PN10).
• A distribution network of approximately 40,280 m in PEHD PE100 De 63–125 mm, with 50 hydrants DN80, 17 watercourse crossings and 15 crossings of county roads DJ 174A and DJ 174B by horizontal drilling.
• Approximately 1,200 service connections in PEHD De32 up to the property line.

The two transmission mains: from treatment station 1 to tank R1 (pumped, PN25, approximately 1,280 m) and from station 2 to tank R2 (gravity, PN10, approximately 1,105 m).

The sewer side is a separate system: approximately 40,900 m in total, of which approximately 35,719 m gravity sewer in PVC SN8 De250–315 mm with concrete manholes, and approximately 5,181 m of PEHD De90 mm pressure pipe between the pumping stations and the collectors. The notice lists 18 prefabricated wastewater pumping stations, usually 1.50–2.00 m in internal diameter and 3.0–4.5 m high, each with two submersible pumps (one working, one reserve) and stainless-steel discharge pipes in Dn50–Dn100. The treatment plant is a sequencing batch reactor (SBR) with two biological basins.

Scortoasa: 20 months, 9.2 million RON, one pumping station

The contractor is INGAZ FOR CONSTRUCT SRL, with ERICONS SERVICES and NICONS S.R.L. named as consortium partners. This contract also combines design and execution, for a water supply and a domestic sewer system. The notice gives a works period of 20 months and was published on 8 October 2026, three days after signature.

The gravity sewer is 2,280 m of PVC-KG SN8 pipe, Dn 250 mm, with 53 precast concrete manholes and 83 connections to the property line in PVC SN4 Dn 160 mm. The notice names a single compact wastewater pumping station in a 1+1 configuration and a discharge pipe.

On the water side the notice states two new boreholes, a transmission main of 1,942 m in PEID (400 m PN16 and 1,432 m PN10 in De 40 mm, 100 m PN10 in De 32 mm), a containerised treatment station of Q = 2 l/s, a pump group, an above-ground tank of 150 m³ and 2,280 m of PEID distribution pipe in De 63–110 mm. It lists 83 water service connections, one hydrant and five crossings of the commune road DC 97.

What these figures are, and what they are not

Both contracts include the technical design. The Scortoasa notice introduces its figures as the principal physical capacities of the scenario recommended by the feasibility study. They are therefore capacities of the planned system, not a bill of quantities, and the Bilbor notice marks most of its lengths with "approximately". Read them as the scale of the works, not as an order.
