Mediaș street lighting contract: 1,408 LED luminaires stated

Two Romanian towns signed street lighting contracts on 16 September 2026, and both notices were published on 29 September 2026, 13 days later. Together the two contracts are worth 5,882,369.32 RON, about 1,099,755 EUR. Only one of the notices states how many luminaires are to be installed.

Municipiul Mediaș in Sibiu county is the one that does: 1,408 LED luminaires. The contract covers the second stage of its lighting upgrade, in the districts Gura Câmpului, Gloria and Aurel Vlaicu. This article sets out what the two notices state and where they stay silent. It is written for suppliers of lighting products; see our lighting page for that product class.

Mediaș states 1,408 LED luminaires and a telemanagement system

The contracting authority is Municipiul Mediaș. The contractor is ELBI ENERGY PROJECTS. The value is 3,652,369.32 RON, about 682,839 EUR, and the works period is 12 months. The award notice gives the quantity in one line:

- Montarea aparatelor de iluminat tip LED (1408 buc.);

That is the installation of 1,408 LED luminaires. The notice describes the approach as keeping the existing circuits, replacing luminaires that are old or damaged with LED luminaires, and adding luminaires on poles that have none. It lists five kinds of work:

• disconnecting and reconnecting the electrical links to the public lighting network;
• removing the existing luminaires;
• replacing brackets (the notice says console);
• mounting LED luminaires;
• implementing a telemanagement system, which the notice calls telegestiune.

The text we read gives a count only for the luminaires. It states no number of brackets, poles or control units, and no wattage or luminaire type. Those may sit in other parts of the documentation. They are not in what we read.

Târgu Lăpuș states objectives and a standard, not a count

The contracting authority is Orașul Târgu Lăpuș in Maramureș county. The contractor is LEDTRADING. The value is 2,230,000 RON, about 416,916 EUR, and the works period is 6 months. The award notice is for raising the energy efficiency of public lighting in the town and its associated localities.

In the passage we read, the notice lists specific objectives. One of them is:

2. Scăderea cheltuielilor generate de iluminatul public

That is lowering the costs of public lighting. The list also names less electricity use and fewer CO2 emissions, better safety at night, and less light pollution. It asks for lighting that meets the European standard for public lighting, SR EN 13201, and for luminaires chosen and aimed so that most of the light goes to the lower hemisphere.

SR EN 13201 refers to the road lighting series. Part 2 of the European series, EN 13201-2, defines quality characteristics as lighting classes for road lighting. For a supplier, a named standard says what photometric performance the works must meet. It does not say how many luminaires are bought.

Read the table as what two excerpts say. A blank cell means we read no such statement. It does not mean the contract excludes the item.

Both notices appeared 13 days after signature

Across the contracts in our pool signed since 6 September 2026, the median time from signature to publication is 2 days. Across those signed since 8 July 2026 it is 7 days. Mediaș and Târgu Lăpuș were published 13 days after signature, slower than both. A supplier who watches only notices of the last few days would have missed them in the first fortnight.
